Saudi Arabia GACA updates entry mechanism for arrivals shortens institutional quarantine

General Authority of Civil Aviation (GACA) has issued instructions to all airlines operating in Saudi Arabia’s airports to update entry mechanism and procedures for residents and visitors arriving from countries not on Saudi Arabia’s entry banned list, and to reduce the period of institutional quarantine.

First: A non-vaccinated individual or who has received only one dose of the approved vaccines in Kingdom, provided that he/she submits a negative polymerase chain reaction (PCR) test taken within 72 hours before departure for Saudi Arabia.

The institutional quarantine in saudi shall be for a period of five days. Furthermore, two PCR tests shall be taken; the first within 24 hours from arriving and the second on the 5th day of the institutional quarantine. It is a must to adhere to PCRs times as shown on Tawakkalna app. The quarantine ends with the second negative PCR result, taken in Saudi Arabia.

Second: An individual who is immune by a COVID-19 vaccine not approved by the World Health Organization (WHO) and in the Kingdom of Saudi Arabia, or who is immune by receiving one of the vaccines approved by the WHO, but not approved in Saudi Arabia, provided that he submits a negative PCR test taken within 72 hours before departure for Saudi Arabia.

The institutional quarantine shall be for a period of five days. Furthermore, two PCR tests shall be taken; the first within 24 hours from arriving and the second on the 5th day of the institutional quarantine. It is a must to adhere to PCRs times as shown on Tawakkalna app. The quarantine ends with the second negative PCR result, taken in Saudi Arabia.

GACA stated that dependents are allowed to enter with their immune relatives according to the following:

First: Unvaccinated dependents under 18 years old shall be subject to home quarantine procedures for five days. A PCR test shall be taken on the 5th day. This is in addition to implementing all precautionary measures approved by the Ministry of Health.

Second: Institutional quarantine procedures are applied to unvaccinated dependents aged 18 or older. This will be effective as of Thursday, Sept. 23, 2021, at 12 noon.

GACA stressed that the resident must take the second COVID-19 vaccine in the Kingdom after the end of the institutional quarantine, and whoever is fully immune by vaccines approved by the WHO, but not approved in the Kingdom, currently the Sinopharma vaccine and the Sinovac vaccine, should receive a booster dose from one of the vaccines available in the Kingdom after arrival.

Arriving passengers must register in “Quddum” platform before arriving in the Kingdom of Saudi Arabia, noting that quarantine procedures will be applied according to the protocols of the Ministry of Health for those who show a positive PCR test during the period of institutional quarantine, and recovery from infection with the coronavirus is not considered as a justification for not applying the institutional quarantine.

GACA pointed to the amendment of the home quarantine procedures for Saudi citizens. The home quarantine is for non-vaccinated individuals for five days. A PCR test shall be taken on the 5th day. This is in addition to implementing all precautionary measures approved by the Ministry of Health.

GACA stressed that according to the instructions in the Kingdom of Saudi Arabia, only those who received one of the vaccines approved in Saudi Arabia can enter all places, activities, events and government and private facilities and use public transportation. — SPA

Saudi Tourist visa holders can perform Umrah

Ministry of Hajj and Umrah has clarified that foreigners who are coming to Saudi Arabia on tourist visa can perform Umrah after obtaining Umrah permit by completing the procedures on Eatmarna and Tawakkalna applications.

Ministry said that the visit visa holders too could obtain the Umrah permit through completing the registration process on Eatmarna application.

Opening an account on Eatmarna is possible only after updating the visitor’s immune health status on the Tawakkalna application.

“Only those who are immune by taking two doses of coronavirus vaccine or completion of 14 days after taking first dose of the vaccine or recovered after infection of coronavirus are entitled to obtain an Umrah visa,” the ministry said.
It is noteworthy that about 500 Umrah service companies and establishments and more than 6,000 foreign Umrah agents have started receiving vaccinated foreign Umrah pilgrims effective from Aug. 9 (Muharram 1).

The aspiring pilgrims can book Umrah packages and make all the payments through around 30 electronic sites and platforms that are available for reservations worldwide.

The Ministry of Hajj and Umrah recently unveiled plans to launch a new mechanism to issue single Umrah visa online.

Ministry affirmed its readiness to receive as many Umrah pilgrims as per the quota that had been agreed upon with various Islamic countries before the outbreak of the coronavirus pandemic.

Saudi Latest Umrah 2021 Travel Update

MAKKAH — The General Presidency for the Affairs of the Two Holy Mosques has completed all preparations to receive Umrah performers after increasing the capacity to 70,000 per day, under close follow-up from the President of the Affairs of the Two Holy Mosques Sheikh Dr. Abdulrahman Al-Sudais.

The Presidency Spokesperson Hani Haidar said that this number of Umrah performers would be handled with full application of preventive measures and intensified sterilization, with the Presidency keen on adopting an integrated structure of services without affecting the implementation of COVID-19 precautionary measures.

He also pointed out that several services has been provided by the Presidency in conjunction with the start of the current phase, including developing thermal cameras and visual sorting operations, supporting sterilization processes with 11 robots that work with artificial intelligence, 20 bio-care devices for sterilization with dry steam, and 500 sterilization pumps.

This is in addition to providing 500 electronic soap dispensers and 250 fans distributed throughout the Grand Mosque’s courtyards
The spokesperson stressed that the Presidency has also increased the production capacity of Zamzam water to more than 300,000 bottles per day, which are distributed to Umrah performers and worshippers.

Saudi Arabia re-allows entry from and travel to UAE Argentina and South Africa

Saudi Arabia removed the United Arab Emirates, Argentina and South Africa from its entry banned country list and re-allowed citizens to travel to the three countries starting Sept. 8, state TV reported on Tuesday.

Ministry of Interior said the decision was based on the kingdom’s evaluation of the current COVID-19 situation, state media reported.

RIYADH — Saudi Arabia has decided to lift the travel ban on three countries, including the United Arab Emirates, South Africa and Argentina from 11 a.m. on Wednesday, Sept. 8.

An official source at the Ministry of Interior said on Tuesday that it had decided to lift the suspension of entry to the Kingdom from these countries through the land, sea and air ports, and that Saudi citizens will also be allowed to travel to these countries, the Saudi Press Agency.

According to source, the ministry’s decision is based on the report submitted by the competent health authorities about the stable coronavirus pandemic situation.

ministry source stressed the importance of adhering to all the precautionary measures and preventive protocols taken to stem the spread of coronavirus.

“All procedures and measures are subject to continuous evaluation by the competent health authorities in the Kingdom in accordance with the developments in the epidemiological situation across the world,” the source added.

With Tuesday’s decision of the Ministry of Interior, the number of countries facing travel ban came down to 10 and they are India, Pakistan, Indonesia, Egypt, Turkey, Brazil, Ethiopia, Vietnam, Afghanistan and Lebanon.

On Aug. 24, the ministry had issued directives to allow direct entry of fully vaccinated expatriates from countries facing travel ban.

This decision is applicable only to those foreigners who have a valid residency permit (iqama) and left the Kingdom on exit and reentry visa after taking two doses of vaccine against coronavirus from Saudi Arabia.

The authorities had allowed earlier direct entry to Saudi citizens, as well as to foreign diplomats, health practitioners and their families from the countries facing travel ban.

d. Negative RT-PCR (swab) test valid 72 hours from the time/date of test to the time of acceptance on the flight obtained from a local government accredited lab.
e. This does not apply to children below 6 years old.
f. Complete registration in SHLONIK application
g. Complete registration in KM platform according to the flight number and date.
h. Pay for 2 PCR tests (for arrival) using KM platform (total 40KWD for 2 tests) This does not apply to:

• Children below 6 years
• Foreign diplomatic missions and approved diplomats and their accompanied or unaccompanied first-degree relatives (husband/wife/children) and their accompanied domestic worker.
• Secure 7 days Institutional Hotel Quarantine package using KM platform in one of the designated hotels.

Category VI- Non-Immunized domestic worker travelling through BelSalamah platform
Requirements:
a. Negative RT-PCR (swab) test valid 72 hours from the time/date of test to the time of acceptance on the flight obtained from an accredited laboratory listed in the Medical Utility Network Accreditor [MUNA] system. MUNA accredited lab list is available in KM passenger platform.
b. Negative PCR test results must be obtained from a lab accredited to MUNA system – Results from other labs
shouldn’t be honored.
c. Only booking made on the BelSalamah portal to be accepted, no other bookings outside the portal to be honored.
d. The endorsement box in the ticket to specify (Expat / Article 20 Resident)

GREEN Color status in Kuwait Mobile ID application / IMMUNE application.
• Status appears in Green: Those who have received both doses of COVID-19 vaccine approved by Kuwait MoH and completed 14 days since the date of the second dose. For vaccination administrated out-side KWI, GREEN status will appear once it’s approved by MoH after registration registered by traveler.
• It is mandatory to match all the details (Civil ID number / Passport Number and Name of the passenger) with IMMUNE application.
